His desire to create a perfect world regardless of the means was what made him tyrannical and evil. However, later on, after Senku saved his life, Tsukasa joins hands with him and the Kingdom of Science.

Tsukasa Shishio is the former antagonist of Dr. Stone and the strongest high school primate. Due to the stone world’s dangers, Senku was forced to revive Tsukasa Shishio, a powerful martial artist, and rely on him.
However, due to his different goals, Tsukasa betrayed them and formed his own group of strong warriors.
3. Is Tsukasa Evil?
Tsukasa believes that the older generation is to blame for the past world, consisting of only wars and cruelty and that they need to build a better world consisting of only young thinkers.
He assumes that all the aged people are the same and only care about the suppression of future generations. He does not take into account the information the older people have accumulated throughout their years, which might prove to be quite useful during this age.
Another flaw of this kind of thinking is that it places the younger generation on a pedestal and believes that they are all pure-hearted. Tsukasa genuinely believes that all young people should agree with his ideas and despise the older generation.
He does not realize that there would be many who would miss their relatives, teachers, etc., and would want to revive them. Just like Senku, there will be some who might want to build the world again through technology and restore everyone.
He is so set on his ideals for the world that he doesn’t consider the consequences of his actions. He adamantly believes that the end justifies the means. For his philosophy, he is willing to kill all the adults and anyone who opposes his goal.
If one looks past his philosophies, one would see plain tyranny. His ideal world would just be a place where new ideas are suppressed under his dictatorship. Tsukasa’s naive and self-serving actions and ideals make him evil.
4. Why is Tsukasa Evil?
When Tsukasa was young, he went to a beach to collect seashells, planning to use them to create a necklace for his ill sister.
While collecting seashells for her, an old drunk fisherman appeared and violently attacked Tsukasa to the point that his face became unrecognizable. The fisherman justified his attack by claiming that Tsukasa was trespassing on his property.
This event greatly affected Tsukasa’s view of humanity and lead to his idealistic yet deeply flawed image of a perfect world. This accompanied with his desire to build an ideal world regardless of the means is why he is evil.
5. Did Tsukasa kill Senku?
Due to the dangers of the Stone world, Senku revived Tsukasa, who offered to protect and help Senku and Taiju hunt for food, using his skills as a prominent athlete.
It was later revealed that Tsukasa despised the former world and did not want to restore it or revive the older generation. His goal was to create a society without technological advancement, building an empire modeled on his views of humanity.
However, after realizing that Senku would not back down from further advancing science, Tsukasa killed him with a quick blow from his stone spear.
6. Does Tsukasa join hands with Senku?
To develop his own ideal world and prevent Senku from establishing a scientifically advanced civilization, Tsukasa builds his own society comprising strong warriors. Eventually, the war between the two reaches a stalemate.
At this time, Tsukasa agrees to a ceasefire with the Kingdom of Science after Senku promises to de-petrify his beloved sister, Mirai. Both of them form a temporary truce after that to defeat Hyoga.
However, during this time, Tsukasa is critically injured and is put into crypto sleep. Senku manages to save his life by petrifying and then de-petrifying the frozen Tsukasa. After Senku saved his life, Tsukasa joins hands with Senku and the Kingdom of Science.

Dr. Stone is a Japanese manga series written by Riichiro Inagaki and illustrated by Boichi. It serialized in Weekly Shōnen Jump since 6th March 2017, with the individual chapters collected and published by Shueisha into thirteen tankōbon volumes as of November 2019.
