To understand why Cromwell has been so obsessed with his targeted summoning, we must look at the entire story. From the very beginning.
Leon was initially an otherworlder and had an extremely close relationship with his childhood friend.
The two were stuck in an accidental occurrence of dimension distortion when Chloe was suddenly pulled to the future.
Ever since then, Leon has been trying to bring his friend back and stop at nothing to achieve his goal.

Leon’s friend is none other than Chloe Albert. It turns out that Chloe was summoned by one of the western nations.
There she was sent to the Freedom Academy. Chloe and her classmates were “destined to die” like most children that were summoned.

While attempting to summon her once, Leon called one Shizue Izawa, who was extremely close to death.
Leon then saved her by making Ifrit, a fire spirit, possess her.
At this point in the anime, Leon is still trying to summon his long-lost friend, but he is not alone this time. He now has a “special informant” who will be helping him bring her back.
