The Marines, a division of the World Government, play the role of defending citizens from pirates to maintain peace. Whether they are villains or heroes aside, they have some powerful people enlisted in their forces.
From a Captain to an Admiral to the Fleet Admiral, there are many devilishly strong characters in the Marines. This list ranks the top 10 Marines (in their supposed prime) in the One Piece world introduced thus far.

10 Sentomaru
Sentomaru is the bodyguard of Vegapunk and is in command of the Marines’ Science Unit as its Captain.
After the time skip, his rank was increased to Marine Officer. Sentomaru uses a giant axe as his weapon and is known to use Haki. He was introduced in the Sabaody Archipelago arc.
9 Doberman
Doberman serves as a Vice Admiral to the Marines. He made his debut during the Enies Lobby arc as one of the Marines leading the Buster Call.
He was later seen duking it out on the battlefield against McGuy, one of Whitebeard’s strongest swordsmen.
8 X Drake
Introduced initially as a Supernova, X Drake is the Captain of the secret SWORD organization inside the Marine HQ.
He is the weidler of the Ryu Ryu no Mi, Model: Allosaurus, which allows him to turn into a dinosaur. He is currently working undercover in Kaido’s army as one of the Flying Six, the strongest Headliners.
7 Issho Fujitora
Issho, commonly known as Fujitora, is one of the three Marine Admirals. He was introduced in the Dressrosa arc along with his devastating Thud Thud Devil Fruit.
This fruit allows him to manipulate the forces of gravity freely, and can even be used to call upon meteors at command. He is very skilled with a blade and can keep up with everyone he has fought against so far despite his blindness.
6 Ryokugyu
Ryokugyu, or Green Bull, is the second Admiral added to the ranks of the Marines after the time skip. He has not yet been seen in the manga or the anime much, except for a short glimpse.
However, his powers have been described to be phenomenally strong. Ryokugyu has claimed not to have eaten in three years, a feat normally impossible for a human to do, and he still has the strength to move around and presumably fight.
5 Tsuru
Tsuru, a veteran Marine, is currently a Vice Admiral. She was on par with Sengoku and Garp during the days of Gol D. Roger.
Tsuru’s biggest feat so far is to strike an intense fear in Doflamingo despite being 63 years old. She is the wielder of the Wash Wash Devil Fruit, which allows her to physically wash any entity (and essentially hang them out to dry!).
4 Borsalino Kizaru
Borsalino, better known as Kizaru, is a Marine Admiral. He is also the strongest of the three admirals. He was introduced in the Sabaody Archipelago arc, where he sent everyone running in fear just by being there.
He has a laid back personality, which is the complete opposite of his fruit – the Light Light Devil Fruit, which turns his body into light, allowing him to travel fast and land devastating laser attacks.

3 Sakazuki Akainu
Sakazuki, better known as Akainu, is the current Fleet Admiral for the Marines. He was introduced in the Summit War arc when he was a Marine Admiral.
He wields the Mag Mag Devil Fruit, which allows him to turn into Magma freely. Eiichiro Oda, the series creator, said that Akainu could find the One Piece in a single year if he was the protagonist.
2 Sengoku the Buddha
Sengoku, the former Fleet Admiral, is currently serving as an Inspector General for the Marines. He is a veteran who played a significant role in the fight against Gol D. Roger, the Pirate King. His devil fruit allows him to turn into a large golden Buddha.
1 Monkey D. Garp – the Fist
Better known as Garp The Fist (or grandpa by Luffy), Monkey D. Garp, is the strongest marine in One Piece series. He currently a vice-admiral and the legendary hero of the Marines who took down the Pirate King Gol D. Roger himself
The Pirate King acknowledged him as someone he can trust as much as his crew members.
Garp was introduced very early in the story during the East Blue arc when he trained Koby and Helmeppo. However, his identity wasn’t revealed until the end of Water 7. He, along with Roger, took down the entire Rocks Pirate crew, which consisted of Big Mom, Kaido, & Rocks D. Xebec, among others.
