Shuuta spotted Kozue roaming alone at night and found her heading into a dangerous part of town. Kouki met Shuuta during his investigation and found out that Kozue was in the town alone. Ran told Shuuta Kozue is safe with a member of DoRed.
Carneades made another broadcast, and RGB got a new vision to choose and lead the future. In the end, Ran found the person in the vision to be someone close to him from DoRed.

Even though RGB is back together, more events are approaching them, no doubt. What will Ran do to save his friend and convince others not to kill him? What are Carneades’ true motives with RGB?
Fans speculate that the new foe could be an organization experimenting on the 24th ward, and Asumi is trying to counter the aftermath caused by it. The next episode will bring RGB into an argument as Ran would try to save his friend given the circumstances.

Episode 4 Recap
This episode starts with the aftermath of the ward’s Gourmet Festival incident. A funeral was held for Shiotsuki, and a memorial was kept for the lost lives. Citizens raised many questions about the Hazard Caster’s malfunction and the hacker Carneades.
After the funeral, RGB talks about the marks left by Carneades at the site of the incidents. Given they are presented with a trolley dilemma each time they get the vision, Ran tells Shuuta and Kouki to meet later to talk further.
Afterward, Kouki is seen working on the calls by Asumi but finding no leads. Chikushi meets him and tells him to work on a case since he’s looking for experience. The case involves a drug circulating in Shantytown, causing harm to the youth.
Later, Ran and his team take down a drug user to investigate drug D. They only know the drug makes people lose their senses. Marinin and Shuuta later spot Kozue wandering late in the night. Shuuta tags along with her to make sure she’s alright.
They then walk in Shantytown, which Shuuta states is dangerous for a kid at night. Kozue makes a fuss over the Gourmet Festival incident and runs off. Shuuta tries to chase after Kozue and gets involved in another chase to catch a drug dealer.
He meets Kouki, who catches the dealer and tells him about Kozue in Shantytown. Kouki gets concerned and tells Shuuta to cover the area since the area isn’t monitored by Hazard Cast. While searching, Shuuta meets Ran and finds that Kozue is with Kunai.
They find out Kozue only wanted to see a graffiti representing her late dad in the town. Later Shuuta helps Ran talk about the prejudice around the lowly as criminals due to Hazard Cast while helping with his graffiti work.
Afterward, Carneades broadcasts throughout the ward stating to choose the future. RGB meets up and discusses what they need to do considering what happened at the festival. Asumi then calls them, and they get a vision of a trolly dilemma.
The dilemma states terrorists planted a bomb on a cruise ship with people on board. The choices are to stop the criminal behind it or kill everyone and let the criminal go.
As Shuuta and Kouki think about what to do, Ran is astonished the person in the vision with the bomb is Kunai.
About Tokyo 24-ku
Tokyo 24-ku is an upcoming original anime by CloverWorks which is scheduled to air in January 2022.
The anime takes place on an artificial island floating in Tokyo Bay, named “Kyokutō Hōreigai Tokubetsu Chiku” (Far East Special District Outside of the Law), nicknamed “24th Ward.” The manga centers on three childhood friends born and raised on the island: Ran, Koki, and Shuta.. But their relationships will change dramatically after a certain incident.
At a memorial ceremony one year after the incident, the three happen to meet again. They receive a phone call from a dead friend urging them to choose their futures.
