Episode 9 Recap
This episode reveals the events that led to the creation of the Kanae System in the 24th Ward. Gori proposes building Cornucopia that will make the ward a smart city with the help of Ms. Kanae’s research. Kuchikiri working along with Kanae says Gori is using the ward for his gain.
While Kanae and Kuchikiri do a trial run on automated driving, a vehicle inexpertly enters the lane. The computerized system using the surrounding data chooses Kuchikiri to sacrifice for a desirable outcome.
Kuchikiri took Sakiko’s place and ended up in the hospital, which caused him to have dyslexia with his vision. Kuchikiri gets a different sense of building the future and realizes due to his disability, he reads his name as 0th.
Gori encourages Kanae to work towards the future than look at past mistakes with her research. Afterward, Kanae leaves her research behind and works at a school devoting herself to developing the upcoming generation.
Sakiko starts working at a research facility and meets Wataru. She finds out Wataru has a superhero concept that isn’t finished. Sakiko introduces Wataru to Kuchikiri, who helps with the hero’s idea and introduces a villain – Carneades.
Later on, with Mrs. Kanae having Asumi and Kouki, she introduces the food bank for Shantytown with the hero Wataru created. Sadly Mrs. Kanae gets stabbed trying to help a stranger, which causes her to demise.
Gori, in his sorrows, makes Sakiko resume Kanae’s research to stop crime before it happens with Cornucopia. When Kuchikiri catches up with Wataru, he gets stunned that Gori plans to build Cornucopia.
Later Kuchikiri gets into an argument with Gori and finds out that he intends to continue the project even knowing the risks involved. Later, when Gori talks with Sakiko, he realizes the Kanae System won’t work without a human brain.
Gori knows an alternative way would be against his wife’s wishes with no prospects of getting a brain. Unfortunately, Asumi gets into a fatal accident that slowly leads to her death. Out of his grief, Gori chooses to make Asumi the core of the Kanae System.
Sakiko, filled with contempt, hopes Mrs. Kanae will forgive her for what she has done with Asumi. Hoping the steps taken are a better choice for the future, the Kanae System is created.

Tokyo 24-ku is an upcoming original anime by CloverWorks which is scheduled to air in January 2022.
The anime takes place on an artificial island floating in Tokyo Bay, named “Kyokutō Hōreigai Tokubetsu Chiku” (Far East Special District Outside of the Law), nicknamed “24th Ward.” The manga centers on three childhood friends born and raised on the island: Ran, Koki, and Shuta.. But their relationships will change dramatically after a certain incident.
At a memorial ceremony one year after the incident, the three happen to meet again. They receive a phone call from a dead friend urging them to choose their futures.
