According to spoilers, Chapter 1099 is titled “Peace Lover.” It begins with the return of King Bekori with some marine forces, who has gained the support of the World Government as the legitimate king of the country.
Kuma single-handedly destroyed them all and became the king in name after many demands, while another person ran the country.
However, Bekori survives and spreads rumors about Kuma, and addresses him as a “tyrant.” Meanwhile, Bonney accidentally eats the Toshi Toshi Fruit.
Bekori then attacks the Sorbet kingdom again, and Kuma destroys them all. After that, Kuma started a new pirate crew and carried the epithet “Tyrant.”

This is the most likely explanation for Bonney still being alive. The disease was called incurable, but Vegapunk could have found a workaround. There could also be the possibility of the current Bonney being a clone created without the disease.

South Blue requests backup from the Revolutionary Army at Baltigo. However, Ivankov says they already have their hands full with the wounded at Goa. Kuma says that he can go instead. They warn him of being rash as he is still enraged from the day Ginny was captured by the World Government.
Two years have passed since Ginny was kidnapped to be wed to a Celestial Dragon. While on the ship, the Army is contacted by Ginny. She says that she got sick, so the World Government threw her away, and this call was her final farewell.

After exposure to natural light, Ginny’s entire body turned blue, and her skin hardened like stone. She had burned up her remaining time in the sun to cross the ocean and ensure her baby’s safety. Kuma promises to raise her well, letting Ginny rest in peace.
With the help of the village elders, Kuma raises the baby and takes care of Bonney. Over time, Bonney grows up loved by Kuma and the villagers. She even has Ginny’s huge appetite. Kuma continued fighting with the Revolutionary Army but took care of Bonney at the same time.
One day, the villagers enter the church to find all the windows boarded up. Kuma says that Bonney had inherited the same disease as Ginny and points to a blue stone under her eye. None of the village doctors could help, and Kuma quits the Army to look after her. Dragon assures him they’ll use all their contacts to find doctors worldwide.
Bonney grows feisty and beats up the other kids, while Kuma continuously worries about her. Even when insecure about the stones, Kuma assures her they are pretty jewels. A doctor from across the world finally recognizes the disease as Sapphire Scale.
It’s an incurable disease that will kill her within the next five years, which shatters Kuma. Bonney overhears only half the conversation and misunderstands that it’ll be over by her 10th birthday. Instead of dying, she thinks she’ll be cured of the disease.
One year later, King Becori returns to the Sorbet Kingdom as monstrous as ever. This time, he wants to cut the country’s deadweight by burning the poor people in their homes.
