To upgrade your brooms, you will have to beat Iselda Reyes in the Flight Test quest in Quidditch. Once you have completed the quest and returned to Hogsmeade, Albie from the Spintwitches Sporting Needs shop will start working on your first upgrade.
You can purchase your first upgrade for 1,000 gold galleons. After which, upgrades will be unlocked slowly throughout the main storyline and cannot be sped up. There are three upgrades in total.
