Ever since Oda revealed Buggy the Bombastic Clown as an Emperor of the Sea in chapter 1053, the fandom pretty much exploded.
Some people thought Oda was playing us by mounting a gag, some believed that Buggy had indeed done something worthy of gaining the Yonko title. With the latest chapter 1058, it turns out, the answer lies somewhere in the middle.
The world, including the Marines, believe that Buggy created the Cross Guild and recruited Crocodile and Mihawk as subordinates in his new crew.
But the truth is that he is just the face of the organization whereas Mihawk and Crocodile are the brain, brawn, and force behind it.
Did Crocodile and Mihawk create the Cross Guild? How did Buggy join?
The Gloom Island flashback in chapter 1058 proves that it was Crocodile’s idea to create the Cross Guild and form an alliance with Dracule Mihawk, his fellow ex-Warlord. They decided Buggy could be made the face of the group so he could take all the heat as its figurehead.
The flashback sequences give us the whole picture of when Crocodile and Mihawk came together, how they partnered up, and where Buggy came into the scene. Here is what actually happened.
While the war was waging in Wano, things were heating up in the outside world as well. When the news that Buggy and Luffy were the 2 new Yonkos broke out, we all assumed that Buggy had struck up a storm and wreaked havoc outside Wano, causing the Government to give him the esteemed title.
There was indeed chaos in the outside world, but it wasn’t Buggy who was behind it, even though the Marines assumed it was.
Mihawk and Crocodile partnered up after the Warlords were banned.
At Gloom Island, which was Mihawk’s base, the Marines came to capture him after the Shichibukai was dissolved. Just as Mihawk had decided to pack up his things and relocate, Crocodile got in touch with him via a Den Den Mushi.
Crocodile told Mihawk that they should partner up as former Warlords so that the Marines wouldn’t dare attack them. After all, Mihawk was known as the Marine Hunter, and was the world’s greatest swordsman; Crocodile, with his Logia-type Devil Fruit and criminal background, was an equally formidable force to reckon with.
So, how does Buggy come in?
This is where the second flashback helps us.
In Emptee Bluffs Island, the Marines had surrounded Buggy Delivery base just as they had attacked Gloom Island after the Warlords were banned.
Buggy being Buggy tried to make a run for it, but just as he was leaving, Crocodile arrived and began sinking the Marines’ warships.
While Buggy’s men believed that Crocodile had come to aid Buggy out of his loyalty towards him, the fact was that Crocodile had come to demand back all the cash Buggy owed him.
The fact was, that Buggy was broke; terrified out of his wits, he thought Crocodile’s threat was actually worse than the Marines.
When Crocodile learned that Buggy’s Delivery wasn’t doing too well, he said that he could always sell Buggy into slavery to get back the money he owed him. Crocodile told Buggy that he was forming his own company (the Cross Guild) and needed the capital.
Buggy convinced him to acquire his own company to start his. Buggy did indeed have a lot of connections with advertising experts, the printing press, couriers for delivery and others.
Crocodile agreed; after all, having a former Warlord, his whole company and his workers under him, wasn’t really a bad idea.
So, this is how Buggy became a part of the Cross Guild.
But why then was Buggy hailed as their leader?
How did Buggy become the chairman of the Cross Guild?
The narrative spun by a series of incidents make it seem like it’s Buggy who’s the mastermind behind the guild. Mihawk and Crocodile decided to let Buggy come across as the leader so he could be held responsible by the Marines.
The reason why Buggy has even made it so far is because of his charisma, business acumen, and his strong influence over people. He’s a superb manipulator and knows what to do when, how to emerge as a hero even though he himself knows he isn’t.
Buggy is a showman. He is famous. He has a large following. The majority of people part of his crew and his delivery system believe that Buggy is a strong, powerful, great man. The fact that they believe in him catapulted his success.
When Buggy and Buggy’s Delivery were absorbed by Crocodile and his new company, Buggy’s men thought that it was Buggy who had managed to gain Croc as a subordinate.
And since Mihawk was with Croc, they thought Buggy was the head of this new organization called the Cross Guild.
It would’ve been easy for Crocodile and Mihawk to upturn this narrative, but they decided to let it stick on.
Mihawk said that he had no interest in the title of Emperor as long as he was allowed to live in peace. While Crocodile was enraged at Buggy getting the credit for his idea and actions, Mihawk managed to make him see a different angle:
Buggy, who is now a Yonko, would be seen as the group’s leader, and would thus always have a target on his back. He will be the brunt of all the attacks – be it from other pirates or the Marines.
As long as Buggy was useful, he could be allowed to command them in public; he could always be disposed of if needed.
So, everyone except Mihawk, Crocodile, and Buggy himself, know who the true power behind this new crew is. To the rest of the world, Mihawk and Crocodile are the Cross Guild’s executive, while Buggy the Yonko, is its chairman and president.
Why do the Marines think Buggy is a massive threat?
The Marines had become fooled by the image of Buggy that had become perpetrated through the media. For them, they had objective points that when written on paper, made it obvious that Buggy was a real threat to them.
Buggy’s printing guys, who were totally enamoured by him, made a flyer putting Buggy’s menacing picture bang in the center, with small pictures of Crocodile and Mihawk flanking him. This made it seem like Buggy was the President and the other 2 were just working for him.
The flyer, as Buggy’s man says, was sent out to every corner of the world, and naturally, to the Marines. This is how the Marines believed that Buggy was the mastermind.
To them, it was Buggy who had planned the escape from Impel Down. He was a member of Pirate King Gol D. Roger’s crew along with current Yonko, Shanks. He was also an ex-Warlord, with a huge business empire.
When they saw the flyer, it became evident to them that now, this Buggy character had managed to get legends like Mihawk and Crocodile to work under him.
The Marine Hunting movement, that was, in actuality, started by Croc and Mihawk, came to be thought as Buggy’s creation.
The Marines thought that Buggy had the power to incite rebellions, command the greatest swordsman, Mihawk, get financial backing from Crocodile and his shady criminal organizations; that he now had real power to topple the World Government.
This is why Buggy was given the Yonko title in the first place, and considered an extremely dangerous individual, along with the other newly appointed Yonko, Luffy.
There could be no better and more satisfying explanation to why Buggy was made the new Emperor and how he came to “lead” the impossibly powerful Mihawk and Crocodile.
