While fighting against Meno, Sasuke tries to calm him and to get him to listen to him instead but Meno pins him down. Chaos ensues as the dragons attack the prisoners.

1. Chapter 7.2 Speculation
Sasuke tried his hardest to get through to Meno, and he is now on their side. Sasuke will enlist Meno’s help, and in exchange, he will help him, and his brethren return to rest again. In the next chapter, we will see Sakura’s point of view.
It is chaos as the dragons are ferociously attacking the prisoners. Because there will be too many casualties otherwise, the best bet for Sakura would be to try to end the Edotensei, and since Zansul is not the one who started it, she will have to face whoever did. This can also mean betrayal from one of the prisoners.

Sasuke and Sakura run back to the observatory after seeing the revived dragons. They split off, and Sasuke tells Sakura to look for Zansul while he fights the winged dragons.
Zansup comes down on one of the dragons in front of Sasuke. Sasuke asks him the purpose of his actions and why he is using Edotensei and is surprised when he realizes that Zansul neither knows about the jutsu nor does he have enough chakra to be a shinobi.
He deduces that Zansul wants to use them as biological weapons for the prime minister. He also realizes that someone else must be controlling the jutsu.
Zeno leaves Meno to fight Sasuke and flies away on another dragon. Sasuke tries to get through to Meno since he doesn’t see Edotensei’s tag on him. He cools down Meno’s burn, but he still attacks and bites his arm. Sasuke tries to calmy asks Meno for his help and uses his sharingan when he sees an opening.
Sasuke pumps his Chakra from his bitten arm to Meno’s mucus membrane, and after a struggle, he lies down. When Sasuke calls his name, he pushes him down with his claws again, but this time to kick his wounds
The flying dragons get into the observatory and begin attacking the prisoners. Everyone runs in fear.
