In Episode 13 of My Hero Academia, Hawks was seen serving as a double agent as he talked to Dabi on the phone while also disclosing their conversation to the Hero Public Safety Commission. He also demanded to further communicate in code messages.
Later in the episode, a mysterious man operating a laptop was also seen who revealed that with the microdevices installed in Hawks, they’d be able to expose everything about the Heroes.
Hawks handed over a book to Endeavor and insisted him on reading it. Later, when Endeavor finally read the book, he was able to decode the message from Hawks about some action after four months.

1. Episode 15 Preview & Speculation
It’s still unclear whose side Hawks is on. According to some fans, he is actually on Hero’s side while pretending to be an insider for League of Villains. But there still isn’t enough proof to say so, despite how Hawks delivered the coded message to Endeavor.
A mysterious man with a laptop was also seen earlier in the episode, whose identity was not revealed.
Nevertheless, it’s clear that we are getting a war arc in a few weeks, which is evident from Hawk’s message decoded by Endeavor in the last minutes of the episode.
I can’t wait to see where this Meta Liberation plot will go.

3. Episode 14 Recap
The plot goes back to a few weeks ago when Hawks talks to Dabi on the phone. Hawks tries to convince him that he’s on their side against the Heroes. Dabi gives him one more chance to prove his loyalty and asks him to target a Hero next, other than the Number one.
Hawks contact the Hero Public Safety Commission and informs them about the call. He asks to communicate in code until he finds the location of the Nomus.He then visits Best Jeanist, who tells him that he’ll return to hero work.
Later, Hawks waits for Dabi at a place, but Dabi doesn’t show up. After waiting for some time, Hawks flies back, carrying a large duffel bag. He arrives at a mansion where he’s approached by Slidin’ Go.
As Slidin’ Go continues to ask him about his whereabouts, a man holding a laptop appears and counter questions Slidin’ Go. He says that with all the microdevices installed in Hawks, they’ll be able to expose everything about the Heroes.
Izuku, Bakugo, and Todoroki finally meet Endeavor, who seems unhappy about Izuku and Bakugo joining his agency. The previous night, Izuku and Bakugo met All Might, who was happy to hear the trio’s news joining Endeavor’s agency.
Izuku asks about his One For All training. All Might replies that since he can visualize the locking and unlocking of his Quirk, it won’t go out of control again. He further tells Bakugo to see current Endeavor up close as they both are similar in many ways.
Back in the present, Endeavor starts to run and tells the students to watch from the back. In the city, an old man known rants that he’s received a ‘divine message’ from the universe.
He uses his Glass Manipulation Quirk to absorb all the available glass into bubbles and transform them into a giant glass ball. He throws the glass ball towards the ground, but Endeavor uses a Flashfire Fist attack and destroys it.
Coincidentally, Hawks is in the same area and arrives to help Endeavor. Later, Hawks pulls out the book titled ‘Meta Liberation War’ and insists Endeavor to read it. He silently apologizes for insisting Endeavor like this due to him being watched.
Later, Endeavor reads the book in his office, as Hawks’ words continue to bother him. He thinks that there must be something he was trying to let him know but couldn’t say it out loud.
And just like that, he finally figures out that the second words in highlighted sentence form together to make a sentence. He decodes the message and learns, ‘The enemy is the liberation army. They number over a hundred thousand. In four months, to action.’
4. About My Hero Academia
My Hero Academia is a Japanese superhero manga series written and illustrated by Kōhei Horikoshi. It has been serialized in Weekly Shōnen Jump since July 2014, with its chapters additionally collected in 37 tankōbon volumes as of February 2023.
