Shigaraki explains how the names even came about, which started in the past since people didn’t know the identities of their enemies and needed a codeword to refer to them. As the idea of heroes and villains turned into symbols, the names became their masks.

However, neither Shigaraki nor Toga needed such a mask to base their identities on. Toga wants to live as none other than herself, not some symbol of identity, and will not allow Uraraka to pity her. Uraraka desperately tries to convince her that her intentions are good, but she will not buy it.
