In Episode 18, titled ‘Zheng’s Decision,’ Ying Zheng decided to fight 30,000 troops of Li Mu with 5000 of his troops by preparing civilians of Zui to fight alongside them.
Earlier in the episode, the royal court of Xianyang received the report of Lord Biao’s death. On the other hand, Lord Changwen behaved suspiciously and asked for the whereabouts of Li Bu, who had been hiding for some time.
Somehow, Ying Zheng sensed what’s going on and decided to block the entry of Zhao troops into Xianyang by fighting at the city of Zui. To everyone’s surprise, he put up the armor and headed to Zui himself.
On meeting Xin, he shared his plan with him. Although reluctantly, Xin agreed to gather all the civilians. The episode ended with Ying Zheng standing in front of a huge crowd of civilians, preparing to address them.

Episode 19 Preview & Speculation
Judging from how Ying Zheng looked at Lu Buwei in court, it looks like he already knew that he was plotting treason. I wonder how it will affect his relationship with the four pillars of Lu Buwei, especially Lord Changping.
In the next episode titled, ‘Zheng Speaks,’ Ying Zheng will continue to address the civilians and hype them up to save their city.
Of course, it is not going to happen without any hurdle, and that’s when we expect Xin to jump in and calm them down.
The civilians will most probably agree to fight, ruining Lu Buwei’s plan. Li Mu and Pang Muan will also reach the city of Zui in the next episode, and they’ll be surprised to see what Zui has in store for them.

Episode 18 Recap
The news of Lord Biao’s death arrives in the royal court of Xianyang. Soon afterward, the court learns about the breaking riots in Xianyang. Lu Buwei smirks and moves aside to ask his subordinate if there’s any news from Li Si, while Ying Zheng looks at him.
On the other hand, Lord Changwen learns from Si Shi that Lu Buwei has been behaving suspiciously, and Li Si has brought vermillion slayers into the royal court. Si Shi suspects that Lu Buwei and Li Si intend to kill their King Ying Zheng and benefit from Qin’s destruction.
Just when he suggests not leaving the King alone, he looks around to find that he has already left the court. On his way to meet Xiang, Ying Zheng meets Lord Changping and says there’s still one way.
Ying Zheng suggests fighting Zhao troops at Zui and blocks their entry into Xianyang. When Lord Changping says that there’s no commander left to do that, Ying Zheng volunteers for the job. After meeting Xiang, he puts up the armor and heads to the city with his troops.
Meanwhile, in the royal court, Lord Changwen dares to try sitting on the throne in the King’s absence. Cheng Jiao interrupts and sits on the royal seat himself.
On the southern road, Xin and the remaining troops make their way to Xianyang and meet Ying Zheng outside the Zui castle. Ying Zheng declares that since it’s impossible to fight with their 5000 troops against 30,000 troops of Li Mu, he will involve 25,000 civilians of Zui.
Xin opposes the idea, and Liao Diao reveals that the people of Zui have already decided to surrender. Nevertheless, Ying Zheng still goes according to what he planned and commands Xin to gather all the civilians.
