What To Do When a Civil War Breaks Out in Your City? Frostpunk 2 Guide

In Frostpunk 2, you will be faced with several challenges, ranging from harsh weather conditions to managing an entire population. The Civil War is a true test of your leadership. It can uproot everything you have worked for so far. Here’s what you need to know if you sense the threat of an impending Civil War.

What is a Civil War?

A Civil War is a state when Fervor between two or more Factions crosses limits. As a result, a war breaks out in your city causing Tension and a dip in Trust. You must put an end to it as soon as possible or else, your city will end up in ruins. 

When there is tension among Factions, they will start riots and commit acts of violence against one another. This disturbance will spread out to the whole city in a short matter of time. 

How to stop a Civil War?

Use the Captain’s Authority

The Captain’s Authority is one of the most coveted laws in Frostpunk 2. You will have unilateral power over the population who will take your word as the law. You can use your unopposed dominance to establish peace once again during a Civil War.

Your role will go from the Steward to the Captain of the city. It eliminates the Trust system i.e. all Factions will follow your orders regardless. 

To enact the Captain’s Authority, unlock all the Rule Laws. It requires at least a 2/3rd majority vote so make sure you have the needed support. If you lose the vote, your Trust will further decrease.

Once all the Rule Laws are passed, put the Captain’s Authority law to vote. Most likely, the Factions will vote in your favor. Nevertheless, use the Guided Voting Rule Law to gain support and pass the law. 

Once the law is passed, make sure you have 45 Guards. Then, go to the City Control menu and choose the “Select Your Rule” option. There will be an immediate dip in the Fervor of the affected communities. The Tension will also significantly reduce.

Stage a coup

If you have more than 120 Guards, then you can stage a coup and take control of the Council. You can proceed to pass the Captain’s Authority rule. You won’t have to worry about whether you have enough support or not since you will be running unopposed.

This method is not recommended since it will strain your relationship with the Factions involved after the war is over. 

What happens if you can’t stop a Civil War?

If you fail to stop a Civil War, all hell will break loose. 

Tension rises to alarming levels, Districts are shut down due to ongoing protests and riots. Factions turn on each other and start mass killing to emerge as the superior party.

There’s a sudden decline in productivity and marginal wear. Fervor will keep rising due to the commotion. Factions will even bring in children to commit war atrocities. There will be so much chaos and blood spilled.

When the crowd reaches your door, you will be presented with two options– a quick death or banishment to the Frostlands.

You better hope it doesn’t come to this!

How to prevent a Civil War?

The best way to deal with a Civil War is to prevent it. When you notice an increase in Fervor among Factions, you must act quickly to snub out the fire. 

Be fair to every Faction and maintain neutrality. Negotiate with them, grant agendas, do whatever is necessary to earn their Trust. 

If there are any problematic members in a Faction, you can use the Bureau of Propaganda and the Secret Police to take care of them. However, make sure you send them to Prison rather than just banish them. 

Remember, the ulterior motive is to ensure every Faction is happy and satisfied.
