You can get your hands on the Flames of the Redmanes by visiting Fort Gael in the region of Caelid. When you get there, a trail of ice and frost will appear on the ground. Further, a Teardrop Scarab will appear and you’ll have to kill it to get the Flame of the Redmanes.
More accurately, players can find this Ash of War in the western part of Caelid, east of the Site of Grace of Fort Gael.
