The HP Collector is an Ultimate module which will significantly boost your survivability. It can drop after finishing the Frontline Base mission. It has a 2% drop chance so you have to do quite a bit of farming. The mod can also drop from a mission monster in Vespers. So, you can have twice as many chances.

Best Farming Method for the HP Collector
Some players got this drop within 15 minutes of farming while some toiled for hours but to no fruition. Who gets it and who doesn’t really is random. Here’s a disclaimer, the following method is not a guarantee but rather a means to maximize your efficiency and chances.
The best farming method to get the HP Collector mod is to run cycles of the Lost Supply Depot: Vulgus Strategic Outpost in Vespers. There’s no five-minute reset timer so feel free to do this as many times as you want.
Go to Vespers and fast travel to the Lost Supply Depot: Vulgus Strategic Outpost.
Defeat all enemies and pick up the drop. If you find the HP Collector, then your job is done.
If not, head back to the outpost and repeat until you get the precious mod.
